Gender and Water in the Pilot Area Women in rural areas have always played a central role in decision making. Women in rural areas worked in the house and cared about the animals and their increased role in the field started in the 1970s, when males travelled abroad (Binzel & Assaad 2011). Nevertheless, in rural areas many men and women express that women do not play a role in agriculture and irrigation. In contrast, the report shows the opposite as women play a direct and indirect role in agricultural production that is also the case in the pilot area.
